Conflict in Sri Lanka: The Road Ahead

The Centre for Security Analysis (CSA) has been continuously involved in encouraging and organising a sustained discourse on conflict resolution and peace building in Sri Lanka. The CSA has maintained over the years that the solution to the problem rests in the devolution of political power to the Tamil areas. Military operations in Sri Lanka have succeeded in pushing the rebel forces into a small area in the North of the country and the LTTE is attempting to leverage the civilians in the war zone to obtain a ceasefire. As the military offensive draws to a close, it remains to be seen how Sri Lanka‘s political leadership can build on the military success and make way for a political solution.

The Centre for Security Analysis, in collaboration with the Bandaranaike Centre for International Studies, Colombo organized a Seminar in March 2008 focusing on four dimensions of the Sri Lankan conflict, i.e. the nature of the political and constitutional measures to devolve power, the objectives and progress of the military offensive, the impact of the war on the economy and, finally, responses of the international community. This book is an edited volume of the proceedings of the Seminar and is an authoritative contribution to understanding the conflict in Sri Lanka.
